Puerto Rico Ocean Technology Complex

Status: In Development

The Puerto Rico Ocean Technology Complex (PROTech) is a concept for OTEC and seawater industries developed from a Feasibility Study and updated as a Master Plan. The Puerto Rico Department of Economic Development and Commerce published a Request for Qualifications for developers in July 2020, and announced candidates in September. The Request for Proposals stage is currently being finalized prior to publishing.

Project Overview

PROTech is envisioned as a multiple use facility on a similar scale to NELHA in Hawaii with Research/Industrial park, OTEC, SWAC, and other facilities. The expected cost of development is 300 million USD. The site selected after the initial feasibility study is 270-acre land parcel near a port in Yabucoa, Puerto Rico.

Major park components include an OTEC facility, seawater air conditioning, deep ocean water industries, and tourism/hospitality related facilities. Although dependent on further planning and research, the current specifications call for a 500kW net onshore OTEC facility with seawater intake construction beginning in 2022-2023.
